Requesting an accommodation at university5 steps
  1. Find the unit's contact details. On the university's website it usually appears under the name Disabled Student Unit or Barrier-Free University Unit. It works under the Department of Health, Culture and Sports.
  2. Prepare the petition and the report. You need a medical report showing the diagnosis and a petition stating what kind of accommodation you are asking for. The type of document requested varies by university.
  3. Write the request concretely. Instead of "I struggle," write workable requests such as "extra time on multiple-choice exams" or "a quiet room with few people."
  4. Meet with the unit. Most units hold a meeting after the application. In this meeting you learn which accommodations are possible.
  5. Confirm that the decision has been sent to your department. The unit makes the decision, but the instructor of the course carries it out. Be sure to verify that the decision has been communicated to the department in writing.

You have started university, and nothing that worked in high school works anymore. Class hours are scattered, the attendance requirement is unclear, exams are bunched at the end of the term, and no one tells you what to do when.

At this point there is a door most students do not know about: the disabled student unit.

This article explains what that unit does and what a student with an ADHD diagnosis can ask of it.

What the unit is and where to find it

Higher education institutions in Turkey have a disabled student unit. The unit's job is to identify the barriers students encounter in their education and to plan the necessary accommodations.

Universities give this unit different names. You will come across names such as Disabled Student Unit, Barrier-Free University Unit or Barrier-Free Life Coordinatorship. It usually works under the Department of Health, Culture and Sports.

The existence of the unit is regulated by legislation. But each university prepares its own directive, and that directive determines the documents requested and the accommodations applied. For this reason a practice that holds at one university may work differently at another.

Is ADHD considered within this scope

Yes. The units do not deal only with visual, hearing and mobility disabilities; learning difficulties, chronic illnesses and mental health diagnoses are also within the scope.

There is, however, a difference in practice. With a visible disability the need is understood on its own. With ADHD, the student has to describe what they are asking for. This is the most decisive part of the application.

Which accommodations come up

The following are commonly requested items. Which of them can be applied depends on the university's means and the structure of the course.

Exam time. Extra time is the most commonly discussed accommodation. Its proportion and conditions are set in the institution's directive.

Exam setting. A quiet room with few people offers a very different exam experience from a crowded lecture hall.

Exam format. In some courses, an oral exam or a project assessment in place of a written exam may be possible.

Course materials. Sharing the presentation before class reduces being squeezed between taking notes and listening. I described this squeeze in detail in the article on note-taking.

Attendance requirements. Flexibility on the absence limit comes up especially during periods when medication is being adjusted.

Deadlines. For long projects, interim submission points build a structure more workable than a single deadline.

How to write the application

What determines the fate of the petition that goes to the unit is whether the request is concrete.

The sentence "I have trouble concentrating" reports a situation but contains no request. The unit cannot know what to do with this sentence.

Write instead: "On multiple-choice exams I need to read the questions twice, so the time is not enough. I am requesting extra time." Here there is both the problem and the solution, and the two are tied together.

The same logic holds for the exam setting. "In a crowded lecture hall the movement around me breaks my attention. I would like to take the exam in a room with few people."

How long the process takes

The time from application to decision varies by university. Because the load increases at the start of the term, you need to apply early.

The most critical detail here is this: the decision is made by the unit, but it is carried out by the instructor of the course. Be sure to confirm that the decision has been communicated in writing to the department and to the relevant instructors. If no written notice is given, the person you face on exam day may be unaware of the situation.

Do not confuse it with ÖSYM

These two processes are completely separate.

For accommodations on ÖSYM exams, the application is made to ÖSYM and is subject to the guide of each exam. I described the process step by step in the article on the ÖSYM application.

Course and exam accommodations inside the university are carried out by your own institution's disabled student unit. Having received an accommodation from ÖSYM does not mean you automatically receive one at the university.

The matter of confidentiality

This is what students are most wary of. The diagnosis being heard in the department, professors' way of looking at you changing, it being entered in a file.

Health data is subject to confidentiality rules, and a request for accommodation is not recorded on the diploma or the transcript. On the other hand, during implementation the course instructor needs to know that an accommodation exists; they do not need to know the diagnosis itself.

When applying to the unit, ask about this distinction openly: which information is passed on to whom? Ask for a written answer. I covered the decision of whom to disclose the diagnosis to separately, in the article on disclosing your diagnosis.

What I think

The biggest problem of this system is that its existence is not publicized. The unit exists, the directive exists, the accommodations are defined, and the great majority of students know none of it.

The second problem is that the request is expected from the student. The system asks for the clearest petition from the person who struggles most.

Even so, it is worth applying. The cost of asking is a petition. The cost of not asking is four years of wondering.

The information here is a general framework. Because each university has its own directive, confirm the documents requested and the accommodations applied with your own institution.

Frequently asked questions

Is a disability report required to apply to the disabled student unit?
It varies from university to university. Some institutions ask for a disability health board report; others consider a physician's report showing the diagnosis sufficient. Before applying, you need to read the unit's own directive.
Which accommodations can be requested?
Commonly discussed items are exam time, exam setting, an oral instead of a written exam, sharing course materials in advance, flexibility in attendance requirements and note-taking support. Which of them can be applied depends on the institution's means.
Will this application be recorded on my grades or my diploma?
A request for accommodation is health data and is subject to confidentiality rules. It is not recorded on the diploma or the transcript. Confirm the practice and data security from your own university's directive.
