ÖSYM Exam Accommodations: Health Condition Application Guide

Declaring a disability or health condition for ÖSYM exams: filling in the form, the report required, what if the document does not arrive, and how to follow up.

The most common mistake about exam accommodations is thinking that an accommodation can be requested on exam day. It does not work that way: the process starts at the moment of application and depends on documents.

This article explains the order of that process. The rules are written separately in each exam's guide and may be updated; what is binding is the current guide of the exam in question.

How the order works

  1. Fill in the form during the application. The Health Condition/Disability Information Form is filled in at the application stage. When the relevant field is ticked, the system registers you as a candidate declaring a disability/health condition.
  2. Prepare the report. A disability health board report, a health board report obtained from a university hospital or state hospital, or, for those under 18, ÇÖZGER (the special needs assessment report for children) is required.
  3. Deliver the document within the deadline. The document must reach ÖSYM (the Measuring, Selection and Placement Center, which runs the national exams) within the application period. In some periods delivery through ÖSYM application centers is possible; the method is stated in the guide.
  4. Check the assignment. When the document is accepted, the exam hall is assigned accordingly.

The critical point is the third step. If the form is ticked and the document does not arrive, no accommodation is made. What is more, if the exam is sat as a candidate with a disability but the report has not arrived, the exam being declared invalid comes into play.

Ticking the form is half of the application. The other half is the document having arrived within the deadline.

Which accommodations are being discussed

The practices vary according to the candidate's situation and the document. Among ÖSYM's practices for candidates with disabilities are taking the exam in a separate hall, reader and marker support, extra time, and adaptations to the question booklet and answer sheet.

Which accommodation is given in which situation depends on the content of the report. For this reason what the report says matters as much as its existence.

For ADHD in particular, this is what needs to be known: the diagnosis itself does not automatically produce an accommodation. What is decisive is how the loss of function is described in the report. I described the disability health board report process in a separate article.

When preparing the report

Plan the time backward. Getting a health board report from a hospital can take weeks from appointment to report. If the report process was started when the exam application opened, things catch up; if it was started on the last day of the application, they do not.

Do not leave the document in a single copy. Keep a copy of the document you hand in; if you will use the same document in later exam applications, this makes your job easier.

Read the guide from that year's guide. Acting on last year's information is the most common mistake on this subject. The delivery method and the dates can change.

There is a separate path at university

After being placed at a university, course and exam accommodations are handled not through ÖSYM but through the university's disabled student unit. These two processes are independent of each other.

I wrote the framework at university in the article exam accommodations in ADHD; the general workings of the school and university side are in the article ADHD at school and university.

A practical way to carry the process

This job consists of several dates that are hard to remember: application opening, application closing, document delivery deadline, hospital appointment, release of the report.

Writing the five dates in a single place is the most useful part of this process. Also putting two reminders on each date: one two weeks before, one two days before. I described this method in the article paperwork and bureaucracy.

And one more thing: asking. If there is a situation that is not clear in the guide, asking ÖSYM in writing is better than guessing. Let me repeat here the sentence I wrote in the exam accommodations article: twenty minutes spent asking is cheaper than years of wondering.

Three frequently asked things

Will you have to apply again for every exam? Each exam has its own application and guide. A declaration made in one exam is not automatically considered valid in another.

Does the report have a validity period? Health board reports can be either time-limited or permanent; which one is accepted is written in the guide.

I use medication; do I need to declare it? If you have a request related to the exam practice, it goes through the declaration and the document. Medication use alone is not processed as a reason for an accommodation.

I covered where this application sits in a year-long preparation calendar in the YKS article.

What it leaves me with

The most irritating side of this process is that it asks for exactly the thing people struggle with most: timely and complete documents.

That is, the system expects flawless paperwork follow-up from someone who has difficulty with attention and organization. I do not find this fair, but this is the reality and the only remedy is to start the process early.

Write the dates today. That is the most concrete contribution this article can make to you.

The rules can be updated. Take the information here as a general framework; what is binding is the current guide of the exam in question and ÖSYM's announcements.

Frequently asked questions

How do you request an accommodation in an ÖSYM exam?
The Health Condition and Disability Information Form must be filled in during the application, and the required report must reach ÖSYM within the deadline.
Which report is required?
A disability health board report, a health board report or ÇÖZGER obtained from a university or state hospital is accepted.
What happens if the document arrives late?
If it does not arrive within the application period, no accommodated exam hall is assigned and the candidate sits the exam under standard conditions. The deadline is decisive for this reason.
Does the ÖSYM application cover accommodations at university?
It does not. Course and exam accommodations within the university are handled separately by your own institution's disabled student unit.
